Who issues a Cottage Food License in California

Step 5: Check whether there is an annual sales cap. Many states set one; several do not.
Step 6: Check which sales channels are allowed. Direct-to-consumer is the common denominator; mail order, wholesale and out-of-state sales usually are not.
